The Russell Springs City Council finalized the fiscal year 2026–2027 annual budget during a special called meeting on June 30, approving a financial plan that projects over $14.8 million in total revenue across city funds. Under Ordinance 2026-02, the newly adopted budget balances a $6.02 million general fund and an $8.57 million utility fund. Officials expect to finish the upcoming fiscal year with a healthy general fund carryover of $413,233 and a utility fund balance of $948,436, while several specialized operational accounts are projected to draw down to zero balances by next June.
Before the final vote, officials commended department heads for conservative spending practices that kept expenditures below historical thresholds. A subsequent reading of Ordinance 2026-03 formally adjusted the closing 2025–2026 fiscal budget to account for actual carryover revenues that vastly outperformed initial projections. Notably, the general fund carried forward an actual balance of $1,436,463 against an original estimate of just $274,575, while the utility fund brought forward $1,326,257 compared to a projected $46,484. Council members highlighted the dramatic financial turnaround of the municipal cemetery fund, which grew from a historical low of $8,000 to an actual carryover of $7,355, alongside noticeable physical improvements to the grounds.
In further business, the council approved Municipal Order 2026-04 to alter the 2026 holiday schedule, rewarding municipal staff for their efforts during a successful fiscal cycle. Because Independence Day falls on a Saturday, the city will observe the holiday on Friday, July 3, and has added Monday, July 6, as an extra paid day off for non-essential staff. While city hall and administrative offices will close for the four-day weekend, essential police, fire, and utility emergency services will maintain normal operations. The council adjourned immediately following the unanimous holiday vote.
